La Puente adopts tech-disruption policy to implement SB 707, requires hybrid access and Spanish translations

The policy adopted by the council also sets a procedure for technology disruptions: if an internet or phone outage prevents remote public access, the council must recess and make a good-faith effort to restore service; if service cannot be restored after one hour, the council may proceed only after making specific findings by roll-call vote, staff said.
Staff noted SB 707’s language on translation and interpretation and told the council that, following census thresholds, Spanish meets the requirement for La Puente; staff also proposed posting translated agendas on an exterior bulletin board outside City Hall. “We will continue to provide translation using digital tools with bilingual staff review when feasible,” the presenter said (Staff member, speaker 5).
Councilmembers who spoke supported stronger outreach. One councilmember suggested more Spanish-language social-media content and school coordination to boost participation. After brief discussion, the council moved, seconded, and adopted the resolution to approve the technology-disruption policy and gave staff direction on additional outreach.
The action is intended to make meeting participation more accessible, preserve in-person rights, and set clear steps for handling service interruptions under the Brown Act reform enacted in SB 707.
