South Bloomfield council approves COLA, promotes officer and advances appropriations

The Village of South Bloomfield council approved a pay adjustment and completed an emergency promotion while also advancing its 2026 appropriations during a regularly scheduled meeting on Feb. 17.
On a recorded roll call the council approved the third reading of Ordinance 2026-02, a cost-of-living adjustment for village employees. Council member Lisa McDorman moved the third reading and Sean Shaw seconded; all members voted yes and the motion carried.
The council also moved to promote Police Department employee Willie Marcum to the rank of sergeant. Council approved the first reading of Resolution 2026-02 and voted to waive the second and third readings and adopt the resolution as an emergency. Mayor Aaron Thomas administered the oath to Sgt. Willie Marcum immediately following the vote.
Council approved the first reading of Ordinance 2026-04, the village's permanent appropriations ordinance. Fiscal Officer Alisha said the ordinance increases appropriations in the street fund at the request of village staff to support a planned 2026 paving project; she also told the council that the village is awaiting release of a TID grant from ODOT and that the street fund will need to repay a general-fund advance once those grant funds arrive.
Other routine business included unanimous approval of the meeting agenda and the Feb. 2, 2025 minutes, and a unanimous vote to pay bills. The meeting ended at 7:16 p.m.
