Lily Hastings, senior project manager in MPD’s Internal Affairs, presented an update on the bureau’s structure, intake routing, and investigation metrics. She clarified unit roles—candidate investigations, force investigations team (FIT) for use‑of‑force QA, and the internal affairs investigative unit—and said only IIA handles misconduct investigations.
Backlog and intake: as of June 10, 2026, IIA reported 213 historical backlog cases with 126 closed and 87 still open (about 59% closed). The office reported 172 complaints year‑to‑date and an uptick in referral sources including accident review committee items and FIT referrals tied to the updated use‑of‑force policy.
Timing and process: IIA explained that many cases are paused at supervisor review or in the chief’s office for memo review and signatures; the office reported average elapsed times for completed processes of roughly 98 days for IIA cases and 128 days for OPCR cases in the chief’s-office stage, noting that memo review and chain‑of‑command steps consume much of that time.
Remedies and staffing: Hastings said the bureau is pursuing multiple avenues to reduce the backlog, including an RFP to assist with supervisor‑review work and coordination with monitoring partners to address staffing and workflow bottlenecks.
Why it matters: persistent backlogs constrain timely accountability and are a major concern raised repeatedly by public commenters and monitoring reports.
