Mono County officials told the Board that the long‑planned jail replacement project is now moving from earthwork into vertical construction. Contractors for the masonry (concrete masonry unit) work are mobilizing in June and staff expect wall construction to begin shortly. Projected construction spending in the coming phase is roughly $17 million.

Project status and oversight: Public Works and project staff said procurement for the engineered liner and major materials is complete and certified, and that on‑site work is underway for the Benton Crossing closure and other facilities. Staff reported relatively few change orders to date but acknowledged earlier delays in state reimbursement processes (CalRecycle) have increased costs on certain projects and said they were tightening inspection and invoice review to safeguard budget and schedule.
Funding and next steps: Staff said the majority of construction cost will be drawn in the coming fiscal year and committed to provide the Board with updated cash‑flow and reimbursement tracking. The county plans to continue close oversight, bring policy items for any additional appropriations, and update the Board at the next board meeting.
