Board moves to allow expanded teleconferencing for county committees under SB 707, directs resolution for public hearing

The Clerk of the Board presented a recommended remote‑access policy to implement changes to the Ralph M. Brown Act under Senate Bill 707 and explained three teleconferencing options for the board and subsidiary bodies. The Clerk described the requirements for allowing wholly remote meetings by eligible subsidiary bodies, including the need for the board to adopt findings every six months, designate a physical location for public attendance, provide video and teleconferencing and ensure a staff member is present at the posted location to support access.
The Clerk noted committees and commissions meet in rural areas where internet is inconsistent and said the proposed approach aims to increase participation and reduce vacancies among advisory committees. She also discussed portable audio/video hardware (an “Owl” camera/microphone device) as an option to provide improved two‑way audio and automatic camera framing for hybrid meetings.
Supervisors supported the approach, noting the benefit for remote residents and advisory members who live outside the county or have long drives. The Clerk will prepare proposed findings and a resolution for a public hearing expected in early May; each eligible subsidiary body would then vote to adopt the teleconferencing option and designate a physical location for public access.
