Council denies rezoning for Pickleville Parkway parcel; approves Water's Edge Phase 9 preliminary plat

The Garden City Town Council denied a request to rezone a five‑acre parcel (parcel #36‑04‑000‑0077) from RE (residential) to C3 (commercial) after members expressed concerns about Kimball Lane access, neighborhood conversion to commercial use and unclear benefits to residents.
Nick Wilcox, who was at the table with Teri Eynon available by phone, said commercial zoning would allow indoor storage and would expand storage capacity for the marina. Council Member Dan Larsen asked for a written commitment from property owners to dedicate 10 feet to widen Kimball Lane as a condition of approval; Council members said they wanted that in writing before approving any rezoning that would increase traffic. Council Member Susann House moved to deny the rezone request and Council Member Brad Davis seconded; the motion passed with the council voting in favor.
Separately the council approved the Preliminary Plat for Water's Edge Phase 9 (45 E 150 S). Developer Norm Mecham, with Teri Eynon on the phone, asked that the PUD height allowances be recorded on the plat for the eight lots. He requested that any hotel built on Lot 7 be limited to match the elevation of the development to the west (about 41 feet). Council Member House moved to approve the preliminary plat with the noted heights; Council Member Davis seconded and the motion carried.
Teri Eynon later informed the council that Nate Parry withdrew his separate rezoning request for property frontage along Pickleville Parkway; no action was taken on that item.
