Newburgh planning board refers EV‑charger plans to county, grants extensions and records votes

The Town of Newburgh Planning Board on Sept. 18 took a series of procedural actions: it referred two South Plank projects (PB 25-20 and PB 25-19) to the Orange County Planning Department, waived a public hearing on the EV‑charger amendment (25-20), directed an attorney-prepared referral to the Zoning Board of Appeals for a lot-line change (R. Goodrich & J. Lynch, 25-29), and granted extensions for Lands of Zazon (04-29) and Overlook Farms (2019-23).
Ken Mennerich moved that projects 25-20 and 25-19 be referred to Orange County Planning; Chairman John Ewasutyn seconded and the motion carried 5-0. Following discussion that county review would align schedules, the board also voted to waive the public hearing for project 25-20 after Dave Dominick said the proposed changes were minor and internal to the existing facility.
For the lot-line change at 74–76 Frozen Ridge Road (R. Goodrich & J. Lynch), Control Point Associates’ Chris Grey described a transfer of 4.7 acres between two AR-zoned lots. Pat Hines noted both residential structures have preexisting nonconforming side-yard setbacks and recommended referral to the ZBA; the board directed Planning Board Attorney Dominic Cordisco to prepare the referral letter (motion by Ken Mennerich, second by Stephanie DeLuca; vote 5-0).
The board granted a six-month extension for Lands of Zazon to March 26, 2026 (motion by Dave Dominick; second by Stephanie DeLuca; unanimous), and extended Overlook Farms’ approvals to March 19, 2026 (motion by Ken Mennerich; second by Stephanie DeLuca; unanimous). In board business, the board voted unanimously to enter an executive session to confer with counsel on a pending litigation matter; the session ran from 7:35 p.m. to 8:09 p.m. with no action taken.
