Bristol town meeting approves most municipal warrant articles; comprehensive plan adopted
Summary
After an extensive education debate, voters approved a broad set of municipal warrant articles including budgets for roads, fire/rescue, parks and the 2026 comprehensive plan; several school funding items were deferred for later action.
Following the education articles early in the evening, Bristol voters considered the remainder of the town warrant and approved the majority of non‑education items.
Moderator Don Means read and the assembly approved appropriations and procedural articles including carried balances, municipal general government expenditures, IT and assessment revaluation funding, building maintenance, solar array reserve, and highway/roads and bridges appropriations. The town approved the recommended fire and rescue budget, accepted a parks and recreation budget and authorized specific park projects (playground at Beach Park; restroom replacement at Lighthouse Park) to be funded from capital reserves or donations.
The town adopted the 2026 comprehensive plan update (article 20) as the guiding document for future growth and development after members rejected a motion to take that question by secret ballot. The meeting also passed harbors and landings ordinance updates and a river‑herring conservation ordinance (article 18) that prohibits river herring harvest in town waters for 2026.
Other approvals included municipal authority to carry forward unexpended balances, authorization to accept and expend federal and state grants, animal control contracts, contributions to local non‑profits, and continued funding for Lincoln County TV via franchise fees. Several capital reserve and debt service items were approved by voice vote. Most articles were approved without recorded tallies; where a voice vote was close, the moderator called for a count or a clearer roll call.
The meeting concluded after all warrant articles were taken up and a motion to adjourn was approved.
