La Puente introduces zoning changes to bring ADU rules into compliance with state law

The La Puente City Council introduced an ordinance to amend Title 10 of the municipal code and replace section 10.1 0.08 governing accessory dwelling units (ADUs) and junior ADUs to ensure consistency with recent state law changes.
Planning staff said the city previously amended Title 10 to comply with earlier ADU requirements but that newer state statutes and a letter from the California Department of Housing and Community Development (HCD) dated Sept. 29, 2025 found the local ordinance to be outdated. Staff cited Government Code provisions (as presented in the staff report) and recommended the council set Feb. 10, 2026 as the noticed public hearing and second-reading date for adoption.
Council voted to introduce the ordinance by title, set the public hearing/adoption date of Feb. 10, 2026 and adopt the recommended notice-exemption; staff said the text amendment is exempt from CEQA. The planning staff noted the planning commission had already conducted a noticed public hearing and forwarded a recommendation to the council.
