Crawford council approves equipment purchases, hydrant testing plan and strategic‑plan authorization

The Crawford City Council on Feb. 11 approved a series of routine purchases, personnel moves and administrative changes intended to support public works, parks and the library.
Acting Mayor April Grant presided over the meeting at the Crawford Library. The council unanimously approved minutes from Jan. 28, Jan. 29 and Feb. 3 before moving into departmental reports and business.
Council members voted 4–0 to approve a retroactive purchase of a 2005 Ford F250 pickup with snowplow and tommy lift from Autos, Trucks and More (Chadron) for $14,995. The council also approved buying a 2023 20' HP trailer for Street and Parks for $5,290 and accepted a Fire & Ice estimate to install two well‑house heaters.
On administrative matters, the council moved the agenda submission deadline to the Wednesday before meetings to allow more time for review. Councilors also agreed to cash out two matured 7‑month Security First Bank certificates of deposit and reallocate proceeds among department accounts, after discussing pros and cons of renewing them.
Public‑works items included a formal step toward establishing a hydrant testing and maintenance schedule. Council member Scott DeBock said the city needs to locate and map hydrants, verify operation, and identify replacements; Dennis (water staff) agreed to begin flushing hydrants in April and September and to pursue a routine that completes the system over time.
Councilors approved several event permits, including special designated licenses for the Tailgate Bar and Grill (Post Playhouse fundraiser, March 15–16) and Diamond Jacks Corner Bar (American Legion convention, March 22–23). They also approved appointments to boards: Barb Moody Richards to the Library Board and Lee Miller to the Park Board.
The council authorized the Panhandle Public Health District, represented in agenda materials by Kelsy Sasse, to develop a strategic plan for the city. The motion was made by Scott DeBock and seconded by Brent Gebbie and carried unanimously.
Several personnel motions were tabled for the next meeting, including hiring a new City Clerk/Treasurer and bringing in a trainer for the new clerk. The council approved taking up bills, requisitions and transfers and adjourned at 7:36 p.m.
