Lilly told the council that many grant programs require projects to appear on a jurisdiction’s 1 & 6 plan to be eligible; during the discussion he noted the city provided approximately 65% of required matching funds in the previous fiscal year against a stated 25% minimum requirement.
Council Member Christopher Dean asked whether a project excluded from the 1 & 6 plan would be ineligible for grants; Lilly confirmed that for many grant programs inclusion is a prerequisite for eligibility. The hearing was closed at 6:43 p.m., and Council Member April Grant moved to adopt Resolution 2025‑01; Christopher Dean seconded. The motion passed with recorded ayes from Grant, Dean, Gebbie and DeBock.
The council did not identify specific project start dates at the meeting; staff were directed to incorporate the adopted plan into future grant and budgeting work and to present any grant applications consistent with the adopted priorities.
