Crawford mayor authorized to appoint interim clerk/treasurer as council plans staffing split

The Crawford City Council on Nov. 12 authorized Mayor Shane Norman to appoint an interim Clerk/Treasurer through the end of the fiscal year while the council develops job descriptions and ordinance changes to split the position.
Council Member Christopher Dean moved to authorize the appointment, and he amended the motion to state the interim’s pay would be "based on experience and negotiated." The motion passed with Dean, Council Member Tony Storbeck and Council President April Grant voting aye; Brent Gebbie was absent.
Mayor Norman and Attorney Edmund described the interim appointment as a way to allow time for ordinance revisions and to ensure continuity in the clerk/treasurer functions. Attorney Edmund noted the interim must be bonded before handling funds; Dean said if the mayor’s chosen interim cannot be bonded, the mayor will appoint another internal employee.
Resident Patricia Stetson-Warning raised concerns about hiring an interim and then hiring a permanent clerk, citing prior issues; Attorney Edmund responded with the council’s rationale for a temporary appointment. Dean said Treasurer Jane Dailey has agreed to train the new clerk/treasurer.
Council discussed compensation levels and possible advertising for a permanent position; Dean said that after consulting an accountant, the high end for the Clerk/Treasurer pay could be about $27 (per hour) and the final rate would be negotiable.
Next steps: the mayor will appoint an interim and the council will prepare advertising, job descriptions and ordinance changes to consider splitting the clerk and treasurer roles in the upcoming budget cycle.
