Council approves Sandy Beach Park RV dump‑station hookup to Rio Vista sewer with safeguards

The City Council unanimously approved a motion Aug. 6 to allow the Sandy Beach County Park RV dump station to tie into Rio Vista's sewer system, subject to safeguards and fee payments.
Staff explained the county’s request and said the proposed configuration connects the park’s RV dump (gray‑water) tank to the city's sewer headworks at the Big Beach plant. Staff emphasized operational controls: the connection would permit discharge only at specified times while plant staff are on duty, use pH sensors and automatic valves, and include a two‑tank system with overflow protection to prevent unauthorized releases. The county has agreed to pay development impact fees, connection fees and a flat monthly rate because dump‑station discharge is a non‑potable, non‑water‑usage sewer customer (City Manager/Staff).
Council members asked whether the county charges park users and how the city would recoup costs; staff said the city would charge its normal flat sewer fee for non‑water users. Members also expressed concern about long‑term costs if the city consolidates to a Northwest plant; staff said connection fees would be paid at connection and the site would be handled as part of the larger consolidation project.
A public commenter with plant experience said the dump previously discharged directly into the plant and asked for clarity on how the system would be constructed; staff replied that the station is now secured and would not allow free dumping. After public comment the council moved, seconded and approved the connection by roll call.
The vote authorizes staff to finalize the technical and fee arrangements and to ensure monitoring and operational safeguards are in place prior to active connection.
