Staff recommended the top tier to give the city manager negotiation flexibility; council members expressed a preference for a hybrid approach that would prioritize upgraded audio and displays while starting with a single camera. Mayor (speaker 1) moved to give the city manager authority to proceed with installation of one camera, upgraded microphones and speakers, and the displays if needed, within the approved not‑to‑exceed amount; Councilmember Mark Waldman seconded.
