Commissioners approve large planning agenda including South Etna rezone and multiple CUPs

The Board of Lincoln County Commissioners approved a broad planning agenda on June 3 that included multiple conditional-use permits, a simple subdivision, several amended plats and a notable rezone for South Etna.
Ken Kuluski, the county planning director, introduced files on the agenda and recommended approval for a series of applications. The board approved File 112 CUP 26 (Miles Master Plan), File 405 SS 26 (Wild Rose Estates II), File 811 AP 26 (Colters View Amended), File 812 AP 26 (Emmy’s Canyon Third Filing) and multiple conditional-use master plans (Files 101, 102, 103, 104, 105, 106, 107) following staff findings and stated conditions.
File 601 RZ 26 (South Etna) was the most substantial land-use action. The requested rezone would allow a mix of commercial and residential uses; Etna Water & Sewer submitted a letter supporting annexation as part of the project and WYDOT’s traffic review found no significant crash pattern supporting denial. Supporters, including local property owners and business operators, told commissioners the change would permit continued commercial development, job creation and better alignment with how the area has been used historically. Opponents, including Noah Christensen, urged the board to reject an area-wide rezone and require individual applications so nearby residents could review specific plans.
Kuluski and the board emphasized that rezone approval carries conditions and that future site plans, utilities and septic or sewer arrangements would require additional reviews; the board approved the rezone (Motion #6) and subsequently approved a resolution of approval amending the motion. Several concept master plans were approved with conditions, and staff clarified that concept approvals require future specific plan reviews at the permit stage.
The board also extended File 103 MA 24 Founders Park Subdivision without changes through June 3, 2029.
The planning approvals were unanimous unless otherwise noted.
