Lincoln County commissioners approve grants, contracts and payroll vouchers

Lincoln County’s Board of Commissioners on June 2 approved a package of grants, contracts and routine payments covering county operations and public-safety programs.
Chairman Kent Connelly and Commissioner Melvin Shumway unanimously approved an MOU with the Wyoming Department of Health’s Public Health Division for up to $65,000 for July 1, 2026–June 30, 2028, and an agreement with the Wyoming Office of Homeland Security for an EMP grant not to exceed $43,520 through Sept. 30, 2026. The board also awarded a bid to Road Safe Traffic Systems Inc. for 2026 County Road pavement markings for $136,939.35 and approved a contract with the Wyoming Judicial Branch for the Lincoln County Adult Probation Program for $93,547 for the period July 1, 2026–June 30, 2028; all motions carried unanimously after Commissioner Melvin Shumway moved and Chairman Connelly seconded.
County Clerk April Brunski told the board the SLIB technology grant funds under consideration were not immediately needed to meet Homeland Security uploads, but approving the agreement would secure the money for two years and any software upgrades would require a subsequent proposal. The board approved a related Grant Agreement under Senate File 77 for $10,869.56 for technology changes and upgrades.
The board also approved a WYDOT special-event application for the Town of Thayne’s July 4 parade and set Board of Equalization hearing dates for 13 property protests in early September.
The meeting recorded approval of county payroll and a comprehensive set of vendor claims, including a payroll disbursement of $605,866.15 and multiple departmental vouchers covering public safety, road and bridge maintenance, and county services.
