Planning Board gives favorable concept report for expanded Unity Place warehouse plan

The Town of Newburgh Planning Board issued a favorable (nonbinding) concept report Aug. 7 for an amended plan that would expand a previously approved Unity Place warehouse from about 155,000 square feet to 240,000 square feet.
Attorney John Cappello and Brooker Engineering’s Dennis Rocks reviewed the change: the applicant purchased two adjacent parcels (about 2.6 acres), increasing the site from about 14.9 to 17.5 acres and allowing the building to be pushed roughly 90 feet west to eliminate a retaining wall and grade the property differently. Project consultants said the number of loading docks remains unchanged at 72 and that landscaping and buffering work would be coordinated with the board’s landscape consultant.
Traffic consultant Phillip Grealy said the increase in square footage would produce a small change in traffic — about 10 additional peak‑hour vehicle trips, of which roughly two to three would be truck trips — and that off‑site improvements required by NYSDOT for the original project are under construction and would support the slightly increased volumes. Board members raised questions about tenant status, driveway alignment, landscaping adjustments and buffering for trailer storage; MH&E advised that DEC wetland and stormwater impacts should be reviewed further because regulatory definitions have changed.
The board members voted to record a favorable concept report (a nonbinding advisory step) and requested the applicant recirculate revised adjoiners' notices and submit additional application materials for a complete application review.
