The Town of Newburgh Planning Board on July 17 moved several development items forward, scheduling public hearings for multiple subdivisions, requesting additional technical studies for commercial projects and leaving some applications pending until agency responses are updated.
The Board scheduled a public hearing Aug. 7 for the Lands of Hudson Marine two‑lot subdivision (25‑14) after the applicant said deed descriptions for right‑of‑way dedications and septic details remain to be submitted. The Athboy Road four‑lot subdivision (24‑36) and other items were also placed on the Aug. 7 agenda after consultants recommended hearings to complete SEQRA and public notice requirements.
The Board’s consultants asked that MKJC Realty’s amended site plan (Route 32) include a traffic study and coordination with NYSDOT because the proposed Dunkin' drive‑through increases peak turn movements; the applicant was asked to work with Ken Wersted and Pat Hines on traffic data.
On Spark Car Wash, Stonefield Engineering submitted a detailed response to prior traffic concerns and proposed an operational contingency and a post‑approval monitoring plan; Creighton Manning and MH&E asked for an updated environmental assessment form and City of Newburgh flow‑acceptance letter because revised water‑use estimates affect sanitary sewer loadings. The Board left SEQRA open and set a one‑week written public comment deadline (close of business July 24) for the applicant’s resubmission.
Other administrative actions included referral of a lot‑line change (Lands of Zappone) to the Zoning Board of Appeals for a setback variance and circulation of Poppy Lane plans to Orange County Planning and the neighboring Town of Marlborough.
