Board approves consent agenda: appoints development services director, ratifies CAL FIRE MOU and accepts North County campus grant

The board appointed Greg Thompson as development services director at an annual salary of $166,235.06 effective April 6, 2026. Joe Lynch, the county administrative officer, explained the change consolidates building and planning functions and noted the new position replaces a prior planning director role with a modest net increase to the county payroll.
The board also ratified CA 16, the memorandum of understanding with CAL FIRE to station an additional state engine at Mid Pines (Station 21) during peak months; Assistant Chief Cole Perera outlined the plan, the intent to staff a Type 3 engine with three-to-four personnel and the training and volunteer mentoring benefits for local volunteer firefighters.
Additionally the board approved CA 22, accepting a $158,217.22 matching grant from the County Medical Services Health Infrastructure Development program for the North County campus project and authorized the HHSA director to sign related agreements and amendments. Supervisor Smalcom and others highlighted the importance of bringing HHSA services to the North County and the October 1 target opening date referenced by staff.
Other consent items included appointments to planning and arts advisory committees. The motion to approve the consent agenda carried unanimously.
