Covington administrator: WWTP nearing completion; Schoolhouse Park paving to finish before May festival

Village Administrator Jordan Hodges updated the Covington Village Council on April 21 that the wastewater treatment plant (WWTP) project is moving along and staff are finalizing remaining items.
Hodges said Schoolhouse Park is being paved and should be complete by the next day, ahead of the Schoolhouse Park Rock Festival planned for May 16 and 17, 2025. He also said the village is working with the Ohio Department of Natural Resources and consulting engineers on Stillwater Dam matters and that a pre-bid meeting is scheduled for the following week.
Hodges thanked Interim Administrator (and chief) Tim Cline for assistance during Hodges’ transition into the Village Administrator role and for introducing Hodges to staff. Council members suggested some sidewalk areas at Schoolhouse Park be painted to alert walkers to a change in height; staff will follow up with the Public Works supervisor about this suggestion.
On traffic control, the minutes show discussion of temporary stop signs placed at the corner of Bridge and Main Streets during WWTP construction to slow traffic; Public Works supervisor Ben Denson said making the three-way stop permanent would help crews with large vehicles. Council Member Julie Blumenstock said she would like to see the stop signs made permanent; an ordinance will be brought to the next meeting for consideration. No vote on the stop was held at this meeting.
Ordinance O4-25, amending the employee manual (Section 6.05), was discussed with an emphasis on safety and equipment purchasing rules for employees; the third reading is scheduled for May 5, 2025.
