Covington council waives readings, renews employee health insurance and updates bank signatories

At its April 21 meeting the Covington Village Council voted to renew employee health insurance, and to update the village’s authorized bank signatories.
Village Administrator Jordan Hodges reported the 2025 health insurance premiums would increase by approximately 2 percent; Fiscal Officer Rhonda Gill and Benefits Analysis were credited with keeping the increase low. The council voted to waive the three-reading requirement for Resolution R16-25 (motion by Jess Reynolds, seconded by Dawn Duff). Recorded votes on the waiver were: Reynolds, aye; Leistner, aye; Duff, aye; Canan, abstain; Welborn, aye; Blumenstock, aye. The council then approved Resolution R16-25 to renew health insurance (motion by Amy Welborn, seconded by Jess Reynolds) with the same recorded votes.
Council also moved to remove Tim Cline as an authorized signatory by approving Resolution R17-25 after waiving the three-reading rule; both the waiver and the approval passed unanimously. The council approved Resolution R18-25 to add Jordan Hodges, Rhonda Gill and Mayor Lee Harmon as authorized signatories on Covington Savings and Loan, Minster Bank and U.S. Bank accounts; the council waived the three-reading rule and approved R18-25, both by unanimous vote.
The council did not debate changes to payroll or benefit design at length; the actions were procedural approvals supported by staff recommendations. The minutes show all motions, movers, seconders and vote tallies as recorded in the meeting.
