Planning commission approves 2025 Housing Element annual report; staff clarifies RHNA counts are permit‑based

The San Buenaventura Planning Commission on June 17 received and filed the city’s 2025 Housing Element Annual Progress Report, a state-required submittal that staff said was approved by the California Department of Housing and Community Development on April 16, 2026.

City management analyst Rachel West told the commission the state’s RHNA (Regional Housing Needs Allocation) accounting uses permit data rather than project entitlements, which means a project may be entitled but not counted toward RHNA progress until permits are pulled. For 2025, staff reported 431 units from permits, including a large share recorded in the very-low-income category because HCD aggregates extremely low and acutely low units under that heading.

Why it matters: Commissioners pressed staff on whether the state penalizes jurisdictions that have many entitled but unbuilt projects. West said HCD tracks project life cycles—applications, entitlements, permits and certificates of occupancy—and typically relies on permit activity for consistency; entitlement-only counts do not automatically trigger state sanctions. The commission also heard that entitlement time limits are common (typically two to three years plus state-allowed extensions) and that staff is tracking expirations and extensions.

Commissioners requested additional context be included in future staff reports—specifically an appendix or table showing projects listed as entitled alongside those that have pulled permits—so the public can more easily see the distinction between entitled but unbuilt projects and units counted in the RHNA totals.

The consent calendar motion to approve the minutes and receive and file the annual report passed on a roll-call vote with the recusal of Commissioner Abby, who disclosed an employment conflict.
