The Orangeburg County Board of Zoning Appeals voted Dec. 16, 2025 to approve a 25‑foot variance from the county's rear property setback requirements to allow a proposed RV park on Tee Vee Road in Elloree.
County Planner Tonya Robinson told the board the parcel (TMS# 0286‑00‑05‑011.000) is 10.93 acres and zoned Forest Agricultural (FA). She said Section 2.4 Table 2 of the Orangeburg County Zoning Ordinance requires a 75‑foot rear setback for nonresidential uses; the applicant’s site plan shows a 50‑foot rear setback and requests a 25‑foot variance to proceed with the RV park proposal.
Applicant Jessica Lilly attended the meeting, provided the board with park rules, and said the project will meet other county requirements. During questions from board members, Lilly said power lines would be placed underground, each RV pad would have its own septic system, and the project would include a fence, buffers and landscaping consistent with the zoning ordinance.
The record shows no public speakers in support and one member of the public in opposition; the transcript does not record the opponent’s name or remarks. William Weathers recused himself from the variance discussion, stating he is the civil engineer for the applicant. Yvonne Gooden‑Johnson moved to approve the variance and Ralph (Al) Shaffer seconded; the board approved the motion 5‑0.
