City reports low vacancy rate under AB 2561; staff recommends no policy changes

City Human Resources staff presented the required AB 2561 annual report on June 16, telling the council the city has 472 authorized positions and an overall vacancy rate of 5.26%.
HR Manager Mike McGee and Senior HR Analyst Michelle Tamez said the city conducted 67 recruitments during calendar year 2025, received 9,587 applications, hired 60 new employees and promoted 59 internal candidates. The department recorded 42 separations during the same period attributed to retirements, resignations, promotions and relocations.
McGee told the council that HR did not identify classifications with persistent recruitment or retention problems and therefore is not recommending policy changes at this time. He and Tamez said the city will negotiate a recruitment policy with labor groups in the spring and continue targeted recruitment strategies for hard-to-fill roles.
The council opened the public hearing required by the statute, received no public testimony, and moved the report forward by unanimous vote.
