St. Paul council OKs $50,000 Keno payment to Early Childhood Foundation and approves park purchases

The St. Paul City Council on May 5, 2025 approved several community and parks expenditures, including a $50,000 payment from Keno funds to the St. Paul Early Childhood Foundation, purchase of a used 2015 Ford F-150 for the Parks Department, and the award of a park playground equipment contract.
Council member Jerry Woodgate moved to disburse $50,000 from Keno funds as the first of five scheduled payments to the St. Paul Early Childhood Foundation, Inc.; Bill Peters seconded and the motion passed 3–0. The council presented the payment as the start of a multi-payment commitment funded by Keno proceeds.
Separately, the council approved a Parks Department purchase of a 2015 Ford F-150 from Bockmann Auto Sales for $14,700, to be paid from Park reserves under the 2024–2025 budget, after a motion by Woodgate and a second from Peters. The council also accepted a bid from Creative Sites LLC (Omaha) to supply five musical playground instruments for $23,676.00. Council member Katie Kowalski moved to accept the Creative Sites bid after the park improvement grant committee recommended it from six bids; Peters seconded and the motion carried 3–0. Council documents state the instruments will be installed where the skate park is currently located and that grant reimbursement through the Nebraska Department of Economic Development will cover the playground feature costs. Installation is planned after GCA Days and will include removal of the skate park.
The council approved the consent agenda that included these items as part of the evening’s disbursements and vendor approvals. The meeting record shows no amendments to the grant terms and no additional conditions attached to the purchases during the session.
The council will revisit related items at its May 19 meeting as needed.
