St. Paul council approves equipment contracts, software adoption and fund transfers

The St. Paul City Council approved a package of administrative and financial items at its April 7 meeting, including department equipment contracts, bank account adjustments, seasonal wages and new utility-billing software.
Council approved hiring On Site Service Solutions (Iowa) to calibrate and inspect Wastewater Treatment Facility equipment at an estimated cost of $2,200 after a motion by Katie Kowalski and second by Mark Wilson; the motion passed 4–0. The council also approved purchasing two tree saw blade trimmers for use at the city wellfield at approximately $600 each, to be paid from the Gas & Oil line item because $1,500 in that line was unused in the 2024–25 budget; that motion passed 4–0 after a Woodgate motion and Peters second.
Financial and administrative approvals included placing 2023–24 excess department funds into Insure Cash Sweep (ICS) accounts at Citizens Bank & Trust for Elmwood Cemetery ($16,450) and the swimming pool ($20,135); approval of seasonal hourly wages for named hires (Jack Paulsen $15; Gavin Olinger $14; Jordan Solko $14; Eddie Krzycki $14; Landfill Duane Brumbaugh $15.87); and a motion to transfer $75,000 from the Sales Tax Money Market to Sales Tax Checking to facilitate scheduled allocations to Street-Motor Vehicle Tax, Fire Station Proceeds and 25% Infrastructure accounts. All of those motions were recorded as passing 4–0.
The council also approved adopting Nuvei utility-billing software integrated with Banyon Data. The Banyon Data module fee of $795 will be waived and the annual support fee of $195 remains. The council recorded no immediate additional software costs or contract language during the meeting.
The consent agenda — including minutes, Planning Commission minutes, the April 7 disbursement list and a well permit for AJ Squared LLC (Andrew Wilshusen) — was approved unanimously. The meeting adjourned at 8:15 p.m.
