County human services board reviews vouchers, food bank activity and contract updates; staff project a year-end deficit

During its Jan. 5 meeting the Marquette County Department of Human Services board reviewed vouchers and financial operations and received a food bank activity report.
Board member Chuck Bornhoeft questioned a Country Plumber voucher listed under 'elder abuse.' Financial staff Jennifer (Jen) Vote explained that a grant covers heating and utility services falling under specialized funding for people at risk and that elder abuse line items can include costs related to self-neglect. Chuck also asked about a payment to Marquette County Seniors for a dome rental; Vote said Marquette County functions as the fiscal agent for some events, collecting fees and disbursing expenses. A nutrition seminar voucher was also discussed; Vote clarified Marquette collected fees and then paid expenses.
Vote, speaking for the Financial Unit, said staff completed a review and update of purchase-of-service contracts and are implementing new contracts for 2026, estimating 40–50 contracts annually. She also told the board staff project a year-end deficit for 2026.
The board received a summary of food bank activity: 311 households were served in the reporting period, with 61% of recipients identified as seniors and children; 10 new households registered and the holiday deer drive resulted in 10 deer donations for distribution.
No budget action or vote was taken to address the projected deficit at the meeting; board direction was limited to continued oversight and staff follow-up.
