Planning board approves Hackensack Meridian clinic interior renovation; parking variance remains noted

The Holmdel Township Planning Board approved a Hackensack Meridian Health application to enclose an existing covered patio at a medical office at 735 North Homedale Road, converting roughly 300 square feet to interior space for a nurse station and two exam rooms while maintaining operations through phased construction.
Architect Laura Terranova, sworn as an expert, said the enclosure will create a nurse station, two stretcher-compliant exam rooms and an ADA-compliant staff bathroom; she testified the change improves interior circulation and does not increase the number of staff or patients. Terranova and civil engineer Mark Lieber said three site visits showed abundant parking — 41, 60 and 50 open spaces on sampled visits — and Lieber testified the modest 300-square-foot gross floor-area increase technically increases the ordinance parking requirement by two spaces (from 110 to 112) whereas 107 spaces currently exist, leaving a deficiency by ordinance calculation but ample observed capacity on site.
Lieber emphasized the application reduces the building’s exterior footprint by removing about 70 square feet of exterior concrete in the covered area while adding interior space. He testified the floor-area-ratio change (from about 0.1648 to 0.1678) remains in compliance with the code.
Board professionals characterized the proposal as de minimis and said remaining checklist items are technical in nature; the applicant agreed to satisfy them as resolution-compliance conditions. After public questions and no substantive opposition, the board voted unanimous in favor of the application.
The board’s approval is conditioned on providing required plan dimensions, submittal of any requested plan clarifications, and standard resolution-compliance items from the planning and engineering reports.
