Hope Restored Recovery Home (a faith-based recovery home that serves men) asked the commissioners to support a request to the opioid settlement pool for $104,000 to cover two years of a full-time director salary and related costs. "We originally requested one year of $52,000," board president Megan Johnson said; the opioid ad-hoc committee recommended asking for two years to provide stability. Commissioners indicated they were open to supporting the request but said council approval and the fund's restricted-use rules would govern any final award.
Representatives of the Starke County Humane Society requested $54,250 in one-time county support to launch a thrift store (12x20 building, pad, electricity) and cover capital needs at the shelter: a new HVAC system ($14,000), two computers ($1,000), 10 live traps ($550) and a year of veterinary assistance ($20,000). Board members said the state spay/neuter law (House Bill 1201, 2021) has increased shelter costs and stressed that a thrift store and HVAC replacement would improve the shelter's long-term sustainability. Commissioners asked to review the shelter in person and noted a small recurring line item historically existed in the commissioners' budget.
In both cases commissioners asked staff to confirm the correct funding source (restricted opioid settlement funds for Hope Restored and the appropriate county budget lines for the humane society), asked for supporting documentation and bids, and scheduled further consideration at the next posted meeting. The board moved to support the Hope Restored request pending council review and to allow the humane society representatives to return with any requested materials.
