Alpena sets resident sidewalk replacement cost and awards city concrete contract to Bedrock

The Alpena City Council voted June 15 to award the 2026 city concrete program to Bedrock Contracting and to establish the resident cost-share for sidewalk replacement under the program at 60% of total installation cost.

City Engineer Steve Schultz told the council that the program has increasingly become a patching operation requiring mobilization to many short sites, and that higher fuel and material prices have driven upward unit prices. In conversation with Bedrock representative Travis Okconor, staff negotiated an updated pricing submittal before recommending award. "Travis explained that the increase in fuel and material prices were part of the reason for the increase," Schultz said.

Under the motion the council also set the resident cost at 60 percent of replacement cost; meeting materials list the resident charge as "744 per square foot." The packet and discussion included a staff note that the per-square-foot amounts in the report are listed without decimal punctuation in places; the council recorded the motion to set the 60% contribution and proceed with the awarded contract.

The contract includes an option for a single one-year renewal. Staff said the actual cost to individual property owners will depend on measured quantities and the final contract unit prices. Public Works will administer sign-ups and billing for homeowner projects under the program once contract documents are executed.
