Birksville council approves ARPA allocations, balances budget at 5.9 mills; roof pulled for further review

Autumn Sullivan, Birksville finance director, presented a complete proposed FY24–25 budget balanced at a 5.9 millage rate and said an updated state communication service-tax estimate added roughly $94,000 to reserves. Sullivan told the council the Florida Retirement System contribution rate rose from 13.57% to 13.63.
Acting city manager Richard Weeks then outlined staff’s recommended uses of ARPA funds. Weeks presented a $95,114.20 quote from Green Acres for commercial lawn equipment, an estimated $60,000 cost to resurface the Jerome Brown basketball court (no written quote was in hand), a vendor quote of $97,036.70 for new furniture at the new Department of Public Works facility (staff requested up to $150,000 to allow for blinds and final items), and a Sourcewell-sourced sewer mainline camera and van priced at $285,342 to locate infiltration and integrate inspections into the city’s GIS.
Weeks said the mainline camera and van will allow crews to inspect 6-inch to 60-inch pipes with a 360-degree head and upload findings to the city’s GIS, and that owning the equipment could be far less costly over time than repeated third-party contracts. "This purchase will save us hundreds of thousands of dollars, if not millions, just down the road," Weeks said.
Council and staff discussed the Jerome Brown court resurfacing cost and whether HYL would contribute. Terry, identified by the mayor as an HYL representative, said HYL had committed $10,000 and would revisit an additional contribution if needed.
Weeks requested $50,000 for a fire-department roof but supplied a contractor quote of $19,900. Councilmembers pressed for information about TPO certification and longer warranties; one councilmember said a one-year warranty was "garbage." Council directed staff to seek certified local contractors and better warranty terms and kept the roof funding out of the current approvals.
Councilmember motions moved to approve the ARPA allocations as presented with the roof removed for further review; the motion was seconded and the council approved the allocations. The mayor directed staff to return with a report on the roof at a future meeting.
The council also heard Sullivan’s budget overview and agreed to the revisions she presented, with the millage and reserve updates noted.
The council’s approval covers the ARPA items discussed (equipment, court resurfacing subject to HYL contribution clarification, DPW furniture within the requested ceiling, and the sewer camera/van acquisition) while the fire-roof item will be revisited after staff obtains additional quotes and warranty information.
