Brooksville council adopts emergency permit waiver and approves $19,900 fire-station roof contract amid bid dispute

The Brooksville City Council on Aug. 19 approved a resolution creating a limited fee waiver for certain building permits after identified storm events and, separately, authorized a local contractor to repair the fire station roof.
Mr. Hanley (staff) described Resolution 2024-17 as an optional program the council may adopt to expedite repairs after a storm by waiving certain permit fees; he noted that under current FEMA rules such permits may not be reimbursable and that the city would retain records in case FEMA policy changes.
The council then reviewed four roofing quotes for the fire station. DPW Director Richard Weeks told council A Ready Roofing submitted the lowest quote at $19,900 and offers a 10-year workmanship warranty and a 20-year limited product warranty. Ridgemax of Largo quoted $22,800 with a 15-year warranty. A Ready representatives said they plan to install 60-mil TPO, include the perimeter sheet, and that TPO certification was in process.
During citizens input, Jennifer, a representative of A Ready Roofing, made allegations about a councilmember’s prior employment with the company and accused that councilmember of wrongdoing tied to a past termination and lawsuit. Otto Durick, a public commenter, recounted a prior contract dispute and said he had to pursue a court case; he urged the council to review case records. Council members did not adjudicate those allegations on the dais; staff provided procurement detail and noted the bid process and vendor certifications. One councilmember excused himself from voting due to prior work with both vendors; after discussion one councilmember moved to approve A Ready's bid and the motion passed on a voice vote.
Council also discussed technical details raised during review — roof square estimates (32 squares reported), TPO certification, ISO foam/thickness and potential change orders related to scuppers and pitch — and asked staff to ensure scope clarity before construction.
Resolution 2024-17 was adopted by roll call, and the roof contract award was approved by unanimous voice vote among those voting.
