Brownsville Metro briefed the City Commission June 16 on two studies aimed at improving transit access: a Bus Rapid Transit (BRT) feasibility study and a microtransit and operational analysis.
Jenny Garcia, Brownsville Metro, said the BRT feasibility work identified a 6.88-mile north—south corridor from La Plaza terminal through International Boulevard to the Port of Brownsville. The study presents three broad delivery options: a dedicated-lane BRT (largest infrastructure need and highest cost, including contingencies, with totals presented in the study up to the mid-hundreds of millions), a mixed-flow/light BRT variant (~$60 million in the study), and a lower-cost express bus service (the study estimated an express-phase option at roughly $9.6 million including vehicles and station pads). The plan highlights benefits such as signal priority, off-board fare collection and larger zero-emission vehicles alongside opportunities for transit-oriented development.
Transit planners also explained funding pathways and case studies (Madison, Wis.) that combined FTA grants and local contributions. Octavio Salasad, transit & mobility planner, noted the study did not assume changes to the city's fare structure; the cost estimates used an existing $2 fare as an illustrative assumption and any fare changes would require a separate policy decision.
On microtransit, Simon Ortiz (transit manager) presented an on-demand, smaller-vehicle model that would serve underserved neighborhoods and connect riders to fixed routes. Microtransit pilots using rideshare partners on Route 30 produced a fivefold ridership increase in the pilot area, with estimated system costs of roughly $9—$12 per trip and an estimated annual operating cost near $1.5 million for a full Phase One deployment. Staff recommended a phased implementation: Phase One would streamline fixed routes and deploy microtransit zones to fill coverage gaps, with Phase Two (east—west cross-town connections) projected for fiscal 2028.
Commissioners pressed staff on ridership assumptions (a cited projection of about 35,000 annual rides systemwide for a corridor-level service), whether the Port of Brownsville would financially contribute to infrastructure at the port end of the corridor (no firm commitment yet), right-of-way and roadway widening needs on International Boulevard, and how parking and park-and-ride facilities at La Plaza and the port would be handled. Staff said the port has been engaged as a stakeholder and that the study recommended conducting additional surveys and a revenue model before committing to major construction.
What comes next: staff said they will develop a revenue/expenditure model and conduct rider surveys and port outreach. Commissioners asked for the study results and funding strategy in time to consider inclusion in the city's budget process in August.
