Rustic Roads Commission considers subcommittee reorganization; staff announces retirement and leadership change

WINCHESTER HALL, Frederick — At its May 13 meeting the Frederick County Rustic Roads Commission reviewed internal organization, outreach plans and personnel matters, discussing a potential subcommittee reorganization and noting a forthcoming leadership change in the county highway operations staff.
Commissioners discussed the status of subcommittees and considered dissolving the Project Review Subcommittee due to a lack of capital projects on Rustic Roads to review. Commissioners directed that each subcommittee provide a brief summary at the next meeting describing its purpose and current or planned projects; the commission will use those summaries next month to decide whether to reorganize subcommittees.
In administrative business, Beau Lockard, staff liaison from the Division of Planning and Permitting, provided updates on ongoing projects and noted commissioners' interest in the county Bikeways and Trails plan. The commission also introduced an outreach initiative to send postcards to property owners on Rustic Roads to inform them about the program and participation opportunities.
The commission approved minutes from January 14, 2025. Susan Hanson moved to approve the minutes; Pamela Burke seconded. The clerk recorded a 4-0-0-3 vote (four yes, zero no, zero abstain, three absent), and the motion passed.
Commissioners were informed that Mike Ramsburg, Department Head of Highway Operations, will retire at the end of the month after 41 years of service with Frederick County. Gary Shankle was announced as the incoming Department Head of Highway Operations. The announcement was presented as a personnel update; no formal appointment vote was recorded during the meeting.
With no additional business, Chair Barbara Wyatt adjourned the meeting at 7:45 PM. The commission scheduled its next meetings for June 10, July 8 and August 12, all at 6:00 PM at Winchester Hall.
