Douglas council holds executive session on 1300 N. San Antonio property, delays bid decision

The Douglas Mayor and Council met in a special executive session March 30, 2026 to consider the city’s position and receive legal advice regarding the property at 1300 N. San Antonio Avenue and bids received for that property. Mayor Jose Grijalva called the meeting to order at 12:00 p.m., and the council voted to enter executive session at 12:01 p.m.

Council Member Ray Shelton moved, and Council Member Richard C. Acosta seconded, to enter executive session under Arizona Revised Statutes 38-431.03(A)(3), (4) and (7) to consider the city’s position, instruct its representatives and obtain legal advice regarding the property and bids. The motion passed with votes recorded in favor by Mayor Jose Grijalva and Council Members Jose Montaño, Ray Shelton, Maria Dillman and Richard C. Acosta; none voted against.

Mayor Jose Grijalva departed the executive session at 1:05 p.m.; Mayor Pro Tempore Ray Shelton continued presiding. Council Member Jose Montaño moved to adjourn the executive session at 1:10 p.m., seconded by Council Member Maria Dillman, and the motion passed unanimously. Deputy City Clerk Cynthia Acuña Robles noted that Council Member Gustavo Durazo Jr. attended the executive session remotely.

Mayor Pro Tempore Ray Shelton reported that agenda item 5 — described in the minutes as “Discussion/Direction with Possible Decision on the BIDS received” related to 1300 N. San Antonio Avenue — will be postponed until further notice. The special meeting was adjourned at 1:11 p.m. following a motion by Council Member Maria Dillman and a second by Council Member Jose Montaño.
