Douglas council approves $3.34 million in expenditures and multiple grant agreements; parking ordinance amended

The consent agenda passed on a motion by Council Member Richard C. Acosta, seconded by Council Member Ray Shelton, with a recorded roll call vote of Mayor Jose Grijalva and Council Members Jose Montaño, Ray Shelton, Maria Dillman and Richard C. Acosta voting in favor and none opposed.
Key items approved included: • Expenditures for February 2026 totaling $3,342,594.49. • An RFQ award to Native Network, Inc. to formalize a municipal internet service provider and tower leasing management programs. • Resolution No. 26‑1721 to accept $32,700 from the State of Arizona Department of Homeland Security under Operation Stonegarden (reallocation). • Resolution No. 26‑1723 accepting $2,000,000 from the Water Infrastructure Finance Authority of Arizona for Well #18 equipping and a transmission line replacement project. • Resolution No. 26‑1724 authorizing a $534,037 agreement with the Arizona Department of Transportation to meet the city's required match for a Save America's Treasures grant. • Resolution No. 26‑1725 to accept $600 from Best Friends Animal Society for conference attendance and other intergovernmental agreements and donations listed on the consent agenda.
On a separate motion, Council Member Jose Montaño moved and Council Member Richard C. Acosta seconded approval of the second reading of Ordinance No. 26‑1228, amending municipal code sections relating to parking to allow certain decision‑making by the city engineer and city manager. The ordinance passed unanimously on second reading; the mayor asked staff to consult with affected downtown businesses before implementing changes.
