Douglas council approves consent agenda, awards contracts and advances parking ordinance to first reading

The Douglas Mayor and Council voted unanimously on Feb. 11 to approve a multi-item consent agenda and to advance a parking code amendment to first reading.
The consent agenda included January expenditures totaling $2,574,610.90; meeting minutes for January; a bid award to KP Ventures Well Drilling and Pump Co., LLC for drilling and installing a new Water Production Well #20; and a contract award to CliftonLarsonAllen for independent auditor services for fiscal years 2026–2028. The council also ratified Resolutions Nos. 26-1716 through 26-1720, including grant application authorization for rural public transportation funds (Section 5311 and 5339) and acceptance of a $10,000 Best Friends Animal Society grant for the Bring Love Home Challenge.
"Motion by Council Member Acosta, second by Council Member Dillman to approve the consent agenda items as presented," the clerk recorded; the vote was Mayor Jose Grijalva and Council Members Melissa Rodriguez, Jose Montaño, Gustavo Durazo Jr., Maria Dillman and Richard C. Acosta in favor; none opposed.
City Engineer Karl Rockwell described Ordinance No. 26-1228, which would amend Douglas Municipal Code sections governing parking and transfer limited parking decision authority to the city engineer and city manager to shorten a two-meeting plus 30-day process. The council voted to place the ordinance for consideration and later approved its first reading (motions recorded and passed unanimously).
No votes on final ordinance adoption occurred at the Feb. 11 meeting. The council also authorized staff to move forward on procedural steps outlined in the consent items and to coordinate construction accommodation plans with affected merchants where required.
