Duncan council reviews 2021 audit, financial policy draft and grant-funded projects; backhoe purchase eyed

Council discussed the materials and whether the town's proposed Financial Policies and Procedures should be adopted by formal council action or kept as an internal, changeable document; Pat Walker advised it should remain internal rather than be set in stone by ordinance.
During the town manager's report, staff said the State Parks grant had been cleared to begin spending on a shade structure and a water slide (the slide was ordered the day of the meeting). The town manager said the town has advertised a bid for the design/build of a skate park.
The manager reported activity on a WIFA grant for infrastructure work: pipes and valves have been purchased and staff labor will serve as match. To support the crew's workload, the town plans to acquire a backhoe. The manager said the town expects $77,000 from WIFA toward the backhoe and anticipates a $30,000 trade‑in on the existing unit, producing an estimated $107,000 net available; the purchase and award of the backhoe will be brought to council for approval next month.
Council also heard that CDBG concrete work is completed, a tank and pumps are installed at the well, and arsenic test results were lower than previously reported. The manager said two meetings are scheduled regarding WIFA funding for a lift station and that the Colonias program may provide additional funding; there was no update on a "165 grant" requested from the Corps of Engineers.
The council listed awarding bids for a backhoe and the skate park as agenda items for its Oct. 10 meeting. The minutes record no formal vote on funding at the Sept. 12 meeting; the town manager indicated follow‑up actions would return to council for decision.
