Douglas council accepts $396,000 Local Border Support grant to buy multi-band radios

The City of Douglas Mayor and Council on Jan. 7 voted unanimously to accept $396,000 in grant funding from the Arizona Department of Public Safety to purchase multi-band mobile radios and related installation under the Local Border Support program.
Police Chief Fullen told the council the award will allocate $330,000 for radios and $66,000 for installation and programming, with a performance period from July 1, 2025, through June 30, 2027. He credited Lieutenant Lomeli for securing the award and said the new equipment will "enhance interoperable communications" among local, county, state and federal partners, including Cochise County and SEACOM.
Council Member Richard C. Acosta moved to approve Resolution No. 26-1711 and Mayor Pro Tempore Ray Shelton seconded; the roll call vote was recorded in favor by Mayor Jose Grijalva and Council Members Melissa Rodriguez, Jose Montaño, Maria Dillman and Richard C. Acosta. No council member voted against the resolution.
The grant was described to council as supporting enhanced law-enforcement efforts related to border-related crimes through cooperation between the Arizona Department of Public Safety and the Douglas Police Department. Council did not attach additional conditions to the acceptance during the public meeting.
The council’s action authorizes the city to accept the grant and enter a subgrantee agreement with the State of Arizona. The department will proceed with procurement and radio installation under the grant’s performance period.
