Clarksville council approves engineering contract, advances TIF plan amendment

The Clarksville Town Council unanimously approved a general services agreement with RW Moore Engineering and advanced an amendment to the town's commercial economic development (TIF) plan at its June 16 regular meeting.

Staff told the council that RW Moore has provided engineering services for South Clark Boulevard design, storm-water analysis and project engineering for four blocks of new streets in the South Clarksville redevelopment area and recommended a standing general services agreement to set fees and procedures for future project estimates. Council member S3 made the motion to approve the contract; the motion passed by voice vote with no opposition.

On a separate item, councilors considered Resolution 2026-R-09 to amend the Clarksville commercial economic development area plan to allow use of TIF funds for police and fire services other than salaries and benefits, following county plan-commission actions earlier this spring. Staff noted that an earlier, related resolution was denied by council on May 19 (4'3). Councilor S5 moved the resolution and the council voted unanimously to approve it, sending the amendment forward for the redevelopment commission's final action.

The council also approved its consent agenda, which included minutes (regular meeting, work session and executive session), current and prewritten claims, wastewater and sewer items, bonds, grants and payroll items, and placement of minutes on file.

Clerk-Treasurer Sherry (speaking during the meeting) reported the town expects a large tax deposit near June 30 of just under $4.5 million that will temporarily improve cash flow, but cautioned the town remains engaged in budget conversations to close ongoing shortfalls. The council recessed into a work session after the regular meeting to consider additional budget and policy items.
