Village Administrator Haley Lupton presented four traffic‑calming options for the South Chillicothe Street and Lantern Lane intersection during the April 27 Council meeting: (1) replace the temporary speed hump, (2) construct a raised crosswalk (staff's preferred option), (3) convert the intersection to a three‑way stop, or (4) add striped bicycle lanes. Lupton said the primary objective is to reduce speeds and protect pedestrians using the crosswalk.
Lupton noted option two—constructing a raised crosswalk—best balances effectiveness and long‑term function, but is the most expensive and will require additional engineering to mitigate drainage concerns. Village Engineer Randy VanTilburg said paving for a raised crosswalk would likely require one weekday road closure and could be completed within one week, possibly with a partial lane closure.
Council members expressed support for staff's recommendation; members also raised questions about drainage, full intersection speed tables, and whether the existing temporary speed hump will remain in place until construction. Lupton said the temporary hump is expected to remain through the summer and staff will coordinate the raised‑crosswalk project timing with the annual paving program so work could be completed before school resumes in fall 2026 if included in the paving schedule.
Staff will proceed with design and cost estimation for a raised crosswalk and continue to evaluate striped bicycle lanes as a future corridor improvement.
