Plain City advances property‑maintenance code draft and plans to hire enforcement officer

Hutchinson said several provisions mirror existing Planning and Zoning Code standards and that educational outreach will accompany implementation. Administrator Haley Lupton and Law Director Paul‑Michael La Fayette answered procedural questions: La Fayette confirmed prosecutions would take place in the county where a violation occurs; Lupton confirmed the 2026 budget includes funding for a code‑enforcement position to start in July 2026 and staff will begin advertising the role immediately.
Council discussed whether the enforcement position should prioritize property maintenance rather than zoning enforcement; Mayor Carney said she preferred the position focus on maintenance issues. Hutchinson said the right candidate will be important and that the new employee would take on zoning enforcement tasks as workload allows.
Staff will email a digital copy of the draft code to Council, add the item to the May 6 work session agenda for discussion, and place a tentative first reading on the May 11 Council meeting agenda.
