Consultant presents first draft of Plain City's comprehensive plan update

MKSK Associate Principal Kyle May presented Council with a first draft of Plain City's comprehensive plan update on April 27, 2026, saying the document is intended to guide land use, infrastructure investments and the village's transition as growth accelerates in the region.

May summarized public engagement to date — community workshops, stakeholder meetings and surveys — and said common themes included preservation of agricultural land, improved pedestrian and bicycle connectivity, and prioritization of infrastructure projects. He described the plan's intended outcomes: a land‑use framework, a street typology, a conditions-and-trends assessment appendix, and suggested action roles for Council and staff.

May told Council the draft acknowledges uncertainty in growth forecasts but is designed as a “living document” to help evaluate development proposals and prioritize investments. He said staff, Council and the public will review the draft in coming weeks and that a final adoption is expected in summer 2026.

Mayor Jody Carney and Council members thanked MKSK for the presentation and for focusing public input into actionable recommendations. Staff indicated the final draft review will include additional technical appendices, including water and sewer utility availability and mobility/connectivity analyses.

The next procedural step is staff circulation of the draft to Council and placement of the plan for public review and comment ahead of the formal adoption process anticipated this summer.
