The remaining commissioners moved to approve the support letter; the transcript records one abstention associated with the recusal and the motion passed.
County counsel advised that being a customer alone did not create a conflict of interest for a separate commissioner who remained eligible to vote. Staff will finalize the support letter and arrange signature.
