- City manager signing authority (Ordinance 26-023): First reading passed 4-1 to codify several operational delegations to the manager for routine contracts and owner consents; one commissioner dissented and requested additional charter cross-references and clarifying language before second reading.
- Procurement waiver for banking services (Resolution R26-105): Approved to renew Bank of America banking services because of technical piggybacking issues and ERP integration needs; staff noted a $30,000 loyalty credit and urged approval to avoid disruption.
