Commission narrowly approves ordinance to codify city manager signing authority after tense charter debate

The commission approved, on first reading, Ordinance 26-023 to codify various delegations of signature authority to the city manager for routine operational and procurement documents. Deputy City Manager Andrew Mack described the measure as a consolidation of existing resolutions and an efficiency measure meant to allow the manager to execute procurement, facility use agreements, temporary construction easements, permit owner consents and similar documents that arise in day-to-day operations, subject to existing budget and procurement policies.

Commissioner Cruz voiced strong objections, arguing the city's charter states the mayor signs deeds and other instruments when authorized by the commission and saying any broad delegation touching charter duties should be treated carefully; legal staff and other commissioners responded that the ordinance does not change the charter or remove major authorities (bonds, deeds were excluded) and instead codifies long-standing operational delegations the body previously granted by resolution. After extended debate the ordinance passed first reading on a 4-1 roll call vote. Staff said the ordinance will return for second reading and emphasized that items with larger fiscal impacts will continue to return to the commission for approval.
