Mount Kisco trustees approve $2.17M water-main contract, extend police IMA and amend Economic Development Council

At its Dec. 16 meeting the Mount Kisco Village Board unanimously approved a $2,170,052 contract for the Maple Avenue water main replacement, a three-month extension of the police services intermunicipal agreement with Westchester County, a 2025 animal shelter contract with South Salem Hospital, approved a $6,000 recreation budget transfer and authorized payment of $1,566,242.93 in bills.
The Mount Kisco Village Board on Dec. 16 unanimously approved a series of routine and capital items, including a $2,170,052 contract award for a water-main replacement, a short extension of its police services agreement with Westchester County and amendments to the village’s Economic Development Council rules.
The Board voted to award Contract #2024-06 for the Maple Avenue water main replacement to Scape-Tech Landscape Technologies for $2,170,052.00. Trustee Karen B. Schleimer moved the contract award; Trustee Thomas G. Luzio seconded the motion, and all five members voted in favor: Mayor J. Michael Cindrich, Deputy Mayor Theresa Flora, Trustee Angie Guerra, Trustee Luzio and Trustee Schleimer.
The Board also authorized Village Manager Edward Brancati to serve as the village proxy at the Association of Towns annual business meeting. That motion was moved by Trustee Schleimer and seconded by Deputy Mayor Flora and carried unanimously.
Trustees approved an animal shelter agreement for 2025 with South Salem Hospital, authorizing the Village Manager to sign the contract. Trustee Schleimer moved the authorization; Deputy Mayor Flora seconded and the motion passed with all members voting yes.
On public-safety administration, the Board approved a three-month extension of the intermunicipal agreement (IMA) with Westchester County for the provision of police services. Deputy Mayor Flora moved the extension and Trustee Schleimer seconded; the extension was adopted unanimously.
The Board adopted a resolution to amend the Economic Development Council by removing the provision that previously limited members to two consecutive terms unless three years had passed. The resolution amends the June 2, 2014 establishing resolution; Trustee Schleimer moved the change and Deputy Mayor Flora seconded the motion, which passed on a unanimous vote.
Financial housekeeping included approval of a $6,000 budget transfer for the Recreation Department, made at the request of the Superintendent of Recreation, and payment of bills submitted Dec. 12, 2024 for November and December 2024. The Board approved payments across funds as follows: General Fund $784,479.84; Water Fund $240,017.07; Sewer Fund $85,756.70; Capital Fund $348,026.73; Library Fund $105,993.84; Trust Fund $1,968.75; LOSAP Fund $0.00 — total $1,566,242.93. Trustee Karen B. Schleimer moved to pay the bills; Deputy Mayor Flora seconded and the motion carried unanimously.
The Board approved minutes for the Annual Village Meeting and the Annual Town Meeting held Dec. 2, 2024. There were no public comments during the meeting, and Mayor Cindrich adjourned the meeting at 8:40 p.m.
What happens next: Staff will proceed with executing the contracts and the three-month police IMA extension. The Board set an interview for a Recreation Commission appointment on Jan. 6, 2025.
