Council approves $22,295 sinkhole repair, catch‑basin easement and several small property actions

The Union City Borough Council on Aug. 13 approved several infrastructure and property actions, including a $22,295 contract to repair a sinkhole and damaged storm pipe at Municipal Lot #1, a retroactive easement at 104 East High Street, a small land purchase for a gazebo project, and an easement permitting a kayak/canoe launch on American Legion property.
Streets Supervisor Bob Phillips reported that a sinkhole had compromised a 24‑inch clay tile at Municipal Lot #1. Consultant Bob Carpenter (Insight) and Engineer Tim Wells recommended replacing the 24‑inch tile in the sinkhole area, reconnecting pipes, installing a larger catch basin next to the sinkhole and replacing about 10 feet of pipe. Mansfield submitted an estimate of $22,295 and McLallen Construction submitted $23,450; both estimates required the borough to provide a truck during the work. On a motion by Councilor Steadman, seconded by Councilor Osborn, council awarded the work to Mansfield for $22,295; the motion carried unanimously.
Council also retroactively approved an easement with property owner Anthony Hickey at 104 East High Street for installation of a borough catch basin to connect to a PennDOT basin. Minutes state the property owner will dig and be responsible for a ditch that will receive PennDOT’s basin discharge; the borough accepted responsibility for two catch basins and approximately 60 feet of connecting pipe. The retroactive easement motion was moved by Councilor Osborn and seconded by Councilor Kerns and carried unanimously.
For Municipal Lot #3, council voted to purchase a small parcel from the owner of 8 South Street for $500, pending survey completion and solicitor paperwork; the motion was moved by Councilor Joyce and seconded by Councilor Kerns and carried unanimously.
Council approved an easement with the American Legion to install and maintain a kayak/canoe launch on the ball field along French Creek; the project will be funded with grants from the PA Fish and Boat Commission and the PA Environmental Council. That motion (moved by Councilor Osborn, seconded by Councilor Joyce) carried unanimously.
The minutes record unanimous votes on all items; specific contract start dates and construction schedules were not specified in the minutes. The council recorded that both contractors required the borough to provide a truck for the Mansfield/McLallen work and that the solicitor will prepare the easement and purchase documents.
