Kiskiminetas Township reorganizes board, names Bob Ross chair and Jason Dailey secretary/treasurer

Kiskiminetas Township’s Board of Supervisors reorganized Jan. 5, appointing Bob Ross as chairman, Addie Birch as vice chairman and Jason Dailey as township secretary/treasurer and several administrative officers for 2026.

The re-organization meeting was called to order at 7:05 p.m. by Supervisor Brittany Hilliard, who led the Pledge of Allegiance. Jason Dailey took roll call; present were Supervisors Hilliard, Mary Long, Tom Tardivo, Bob Ross and Addie Birch. Solicitor Fritz was also in attendance. There was no public comment.

Supervisor Tom Tardivo nominated Bob Ross to serve as temporary chairman for the reorganization; the nomination carried. Later, Supervisor Mary Long moved and Supervisor Brittany Hilliard seconded a motion appointing Bob Ross as chairman of the Board of Supervisors and Addie Birch as vice chairman; both motions carried.

Supervisor Brittany Hilliard moved and Supervisor Mary Long seconded appointing Jason Dailey as township Secretary/Treasurer and naming him Floodplain Administrator, Records Management Officer and Right-to-Know Officer for 2026; that motion carried. The board also adopted Resolution 01-2026 to establish the Secretary/Treasurer bond for 2026 at an amount not less than required by Section 702 of the Pennsylvania Second Class Township Code.

The board confirmed a slate of legal, finance and administrative appointments: Jason Dailey was named pension plan administrator for the township’s 401(a), 457(b), full-time uniformed defined benefit and full-time non-uniformed defined benefit plans; LSSE, Inc. was named the township engineering firm with a Request for Proposal to be prepared; Ron Baker was appointed public works department crew leader; and Berkheimer was appointed both the Act 511 tax collector and the Act 511 delinquent tax collector for 2026.

Supervisor Mary Long moved and Supervisor Hilliard seconded the appointment of Ryan Fritz as township solicitor for 2026. The board also appointed Campbell, Durrant and Beatty as special labor counsel (as needed) and James Fevero as zoning solicitor at a rate of $95.00 per hour. Hosack, Specht, Muetzel and Wood LLP were chosen to audit the township’s 2025 financial records and reports, and First Commonwealth Bank was named the township’s depository for all funds for 2026.

The board agreed to solicit interest for chairman of the 2026 Vacancy Board and appointed a township representative to the 2026 Armstrong County Uniform Construction Code Appeals Board (the representative name was not specified in the minutes). Larry Ondrizek was appointed Emergency Management Coordinator for 2026, and Jamie Shaw was appointed Zoning and Code Officer. The board also established its 2026 meeting schedule, setting the business meeting for the first Wednesday of each month and a workshop meeting for the third Wednesday.
