The Hammond Redevelopment Commission approved several redevelopment transactions and procedural steps affecting downtown and neighborhood parcels.
The commission voted to sell 837–839 Wilcox to buyers named in the record (listed as Lucia Diaz, My Toya and Sophia Diaz in the transcript) for a purchase price recorded in the meeting materials as $2,600. The motion to approve the Wilcox sale was moved, seconded and approved by roll call.
Separately, the commission approved a purchase agreement for 6208 Kennedy Avenue and adjacent vacant parcels 6206 and 6204 by Flo Decker, doing business as Kenwood Tap, for a purchase price of $120,000. Flo Decker addressed the commission in support of the purchase, saying she has been a longtime local business owner. "I've owned my bar for 47 years and ... I pretty much raised a million people," Decker told the commission, asking for their support. Commissioners also approved a license and agreement that will allow Decker and her representatives to enter the building and the adjacent parcels to clean up the property before closing.
The commission authorized staff to advertise requests for proposals for two downtown properties, 5265 Hohman Avenue and 219 Russell Street, to solicit buyers or developers. Commissioners also approved boundary survey proposals from Teranga (transcribed also as Turenga) Surveying LLC for two residential parcels (4722 Johnson Avenue and 4328 Baltimore Avenue); staff noted survey fees and the need to check for possible encroachments (the transcript lists one fee as $1,850 and the other as $1,950 as read into the minutes).
Other routine redevelopment items approved included an estimate from Howard's Tree Service to trim and remove deadwood at 1050 Kenwood Street for $1,550 and the register of claims dated May 7 through June 10, 2026, which the clerk read into the record for approval.
Next steps: staff will proceed with the property closings, execute the license with Kenwood Tap to allow cleanup before closing, advertise the specified RFPs, and order the boundary surveys. The transcript does not record the detailed escrow or closing timelines.
